Head of Service Clarifies Role in 40% Peculiar Allowance for Federal Civil Servants


The Office of the Head of the Civil Service of the Federation (OHCSF) has issued a clarification on reports claiming it approved a 40% peculiar allowance for federal civil servants. 


According to a statement signed by Mrs. Eno Olotu, Director of Press and Public Relations, the OHCSF neither approved nor formally conveyed approval of the allowance to the Joint National Public Service Negotiating Council (JNPSNC) or any labour union. 


The office emphasized that the statutory responsibility for issuing and communicating such circulars rests solely with the National Salaries, Incomes and Wages Commission (NSIWC). 


The circular in question was issued by the NSIWC on April 23, 2026. 


The Head of Service convened a meeting on Tuesday, May 12, 2026, as an interventionist and conciliatory engagement. Its goal was to facilitate dialogue between organised labour and the NSIWC, promote mutual understanding, and prevent any breakdown in labour relations within the Federal Civil Service. 


This clarification follows an earlier announcement on April 24, 2026, in which the OHCSF highlighted a broader Federal Government welfare package for civil servants. 


That package included full Duty Tour Allowance for approved trainings, an upward review of peculiar allowance across grade levels on the CONPSS and CONRAISS salary structures, increases in Estacode and book allowances, and a N10 billion housing loan scheme for public servants. 


The OHCSF reaffirmed its commitment to fostering peaceful labour relations and sustaining collaborative engagement with all stakeholders to maintain industrial harmony in the Federal Civil Service.
