Rivers State Governor Siminalayi Fubara has approved another round of promotions for civil servants across the state.
The approval was communicated through a circular from the Rivers State Civil Service Commission, signed by Permanent Secretary James Enebeli, titled “Call for Recommendation for Promotion.”
Ministries, Departments, and Agencies (MDAs) have been directed to submit names of eligible officers due for promotion between January and July 2026. The exercise targets officers on Grade Levels 07 to 15 who meet the qualification criteria for the 2025/2026 promotion period.
Officers who have retired, applied for retirement, or are facing disciplinary actions are excluded from the recommendations. Submissions must include service records and scored Annual Performance Evaluation Report (APER) forms. MDAs are required to provide both hard copies and electronic versions in Microsoft Excel format via USB flash drives.
Permanent secretaries and heads of extra-ministerial departments must personally sign the recommendation letters. The commission has also urged MDAs to begin internal promotion processes for junior officers. All recommendations must reach the commission by May 31, 2026, as late submissions will not be accepted.
This latest promotion exercise follows Governor Fubara’s recent approval and payment of long-overdue promotion arrears to civil servants. He has assured workers that his administration will sustain welfare policies aligned with recent federal civil service improvements.
In related developments, the state government has employed 1,000 new teachers for public schools, who have completed orientation and training and is recruiting additional health workers to bolster healthcare delivery across Rivers State.
