Chelsea handed suspended transfer ban over ‘secret payments to players, agents’



The English Premier League (EPL) has handed Chelsea FC a suspended one-year transfer ban over breaches of financial rules.

 

In a statement on Monday, the league added that the transfer ban will be suspended for two years, meaning Chelsea will be able to sign and register players if they do not commit further breaches during that period.

 

The club is also fined £10.75 million and faces a nine-month academy transfer ban, which takes effect immediately.

 

In its ruling, EPL said Chelsea voluntarily reported the rule breaches in 2022; shortly after BlueCo, a consortium led by Todd Boehly, took over the club following Roman Abramovich’s forced sale.


EPL said the new owners raised the alarm about “historical breaches relating to Financial Reporting and Third- Party Investment” and further investigation revealed that the financial infractions happened between 2011 and 2018.

 

“As a result of the Premier League’s investigation, it was established that between 2011 and 2018, undisclosed payments by third parties associated with the club were made to players, unregistered agents and other third parties,” the statement reads.

 

“These payments were not disclosed to the football regulatory authorities at the time, including the Premier League. The payments were made for the benefit of Chelsea FC and should have been treated as having been made by the club.

 

“The club has also accepted, among other things, that the making of these payments, as well asthe failure to disclose them to the League, constituted a breach of the requirement to act in good faith towards the League.

 

EPL added that Chelsea’s “proactive self-reporting, admissions of breach and exceptional cooperation throughout the investigation acted as significant mitigating factors”.

 

In another case, Chelsea also breached the Premier League’s Youth Development Rules relating to the club’s registration of Academy players between 2019 and 2022.

 

“As a result of this additional investigation, a separate sanction agreement has been entered into with Chelsea FC, under which the club has accepted an immediate nine-month ban from registering Academy players from Premier League and EFL clubs. The club will also pay a £750,000 fine,” the statement read.
