Boko Haram and its rival faction, the Islamic State West Africa Province (ISWAP), have set up new operational hideouts in the Tuba settlement, located near the Nigerian National Petroleum Company Limited (NNPCL) facility in Jere Local Government Area of Borno State.
Local sources, including farmers in Jere, reported spotting approximately 200 motorcycles at a fortified terrorist position in northern Borno, signaling increased militant activity.
The insurgents have reportedly targeted the NNPCL exploration site and nearby communities, including Dusuman, Ngom, Jabarman, Gongulong, Lawanti, Koshebe, and areas around Muna Garage about 20 kilometers east of Maiduguri.
Additional targets include Madinatu, the Maiduguri cattle market, and travelers on key routes such as the Maiduguri-Monguno and Mafa roads.
Small detachments of fighters on motorcycles have been observed launching attacks toward Ngom along the Maiduguri-Dikwa road, crossing to the 40km Maiduguri-Mafa axis, and reaching southern fringes near Konduga Local Government Area, close to the Sambisa Forest, a longstanding insurgent stronghold.
A 65-year-old local hunter, Konto Aliyu, voiced grave concerns over the growing threat, calling on the Theatre Commander of Operation Hadin Kai (OPHK), Maj.-Gen. Abdulsalam Abubakar, to urgently dismantle the hideouts in Jere.
He argued that neutralizing these positions would severely hamper the terrorists' ability to strike military bases and surrounding villages.
The development coincides with heightened scrutiny following recent televised remarks by prominent Islamic cleric Sheikh Ahmad Gumi.
Gumi claimed that the Federal Government possesses detailed intelligence on the names and exact locations of all terrorists operating in the country, and that he has engaged with armed groups in the presence of government officials and security personnel.
In response, the Human Rights Writers Association of Nigeria (HURIWA), led by national coordinator Emmanuel Onwubiko, issued a seven-day ultimatum to the Federal Government to arrest and prosecute identified terrorists.
HURIWA described Gumi's assertions as evidence of a "shocking failure" in the nation's counter-terrorism efforts if accurate.
The group warned that inaction would prompt them to petition international bodies, including the United States Congress, the administration of President Donald Trump, and the International Criminal Court (ICC), for a probe into possible negligence or complicity by Nigerian authorities in enabling ongoing atrocities.
HURIWA emphasized that failing to act on known criminal activities could constitute aiding and abetting under legal standards.
They declared:“If the claims are true, it reveals a shocking failure in Nigeria’s fight against terrorism. HURIWA will not stand idly by while Nigerians are slaughtered daily. If the government knows these terrorists and their locations, then the time for excuses has expired. The time for arrests and prosecution is now.”
The rights organization stressed the need for immediate transparency, decisive military action, and an end to excuses amid persistent threats to millions of Nigerians in affected regions.
