Bola Tinubu has approved a new Debarment Policy empowering the federal government to sanction and blacklist contractors who deliver poor-quality work, abandon projects, or fail to meet contractual obligations.
The policy, announced by the Director-General of the Bureau of Public Procurement (BPP), Dr. Adebowale Adedokun, allows for blacklisting within Nigeria and recommendations for international debarment of erring companies.
In an exclusive interview in Abuja on December 29, 2025, Adedokun explained that the measure aims to enforce accountability and ensure high standards in public infrastructure delivery under the Renewed Hope Agenda.
“Debarment policy means if a contractor does a bad job, fails to deliver quality work, or abandons a project after receiving payment, we will recommend blacklisting of that company not only in Nigeria but internationally,” he said.
The DG highlighted that while non-performing contractors will face penalties, those delivering quality work will be rewarded.
He cited ongoing infrastructure projects as evidence of improving standards due to stricter oversight.
Adedokun also revealed that BPP reforms in 2025 saved the government approximately ₦1.1 trillion through benchmarking, reduced contract inflation, and enhanced transparency via the National Open Contracting Portal.
The policy builds on other initiatives, including the "Nigeria First" local content enforcement and a dedicated Price Intelligence Unit to curb overpricing.
Experts praise the move as a step toward eliminating shoddy jobs and promoting value for money in public spending.
The BPP plans to intensify support for local contractors, women, youths, and vulnerable groups in line with presidential priorities.
