The Federal Government has introduced a Teacher Ethics and Criminal Record Verification Framework, requiring all teachers in public and private schools to undergo mandatory ethics screening and criminal background checks before employment.
The policy was launched by Education Minister Dr. Tunji Alausa in Abuja on August 25, 2025, during the unveiling of the Teachers’ Registration Council of Nigeria (TRCN) digital portal and its new strategic vision for the teaching profession.
Alausa emphasized that the initiative aims to restore dignity, professionalism, and accountability to Nigeria’s education system.
“No teacher, whether in public or private schools, will be employed without ethics screening and criminal background checks.
Private school owners must also verify TRCN registration and ethical clearance,” he stated.
The TRCN digital portal will integrate these checks, enabling real-time teacher registration, licensing, and monitoring to curb impersonation, forgery, and unqualified hires.
“This policy ensures only individuals with sound moral character teach our children,” Alausa added.
TRCN Registrar Dr. Ronke Soyombo highlighted Nigeria’s education challenges, noting that 30% of school-age children remain illiterate.
The portal includes AI-powered lesson planning, criminal record checks, and state-level teacher investigation panels to boost teaching quality.
Ian Attfield, Senior Education Adviser at the British High Commission, praised the initiative as “herculean but achievable,” reaffirming UK support for Nigeria’s reforms.
He noted the portal’s potential to enhance teaching quality across Nigeria’s diverse education system by combining accountability with incentives.
