This directive was announced by the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Walson-Jack, during a world press conference in Abuja on Wednesday, ahead of the 2025 International Civil Service Week and African Public Service Day, scheduled for June 25–26.
Walson-Jack explained that this move is a key goal of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25), which ends on December 31. The reform agenda focuses on digital transformation, enhanced performance management, and more efficient service delivery across MDAs.
She noted that the Office of the HCSF had already gone paperless before she assumed office, adding:
“We are fast-tracking the implementation of digitalization, one of the core pillars of FCSSIP 25. This isn’t just a directive—we’ve already done it. Now we expect all MDAs to follow suit.”
“The race to December 31 is on, and with continued effort, we are confident the entire civil service will be paperless by the end of 2025,” she said.
As the deadline for FCSSIP 25 approaches, the federal government is pushing to institutionalize digital processes as a cornerstone of civil service reform.
