The Federal Government has inaugurated a high-level committee tasked with producing a comprehensive National Threat Assessment and a rolling Five-Year Strategic Defence Operations Plan within 90 days.
The committee was inaugurated on Wednesday by Secretary to the Government of the Federation, Senator George Akume, on behalf of President Bola Tinubu.
Akume urged members to approach the assignment with professionalism, urgency, and patriotism, stressing its importance to Nigeria’s evolving security environment.
He explained that while the Armed Forces and security agencies had recorded successes in recent months, Nigeria needed a system capable of anticipating threats, setting priorities, allocating resources rationally, and sustaining operational momentum.
“We must establish a clear path from threat to objective, from objective to capability, from capability to resource, and from resource to measurable outcome,” Akume said.
The committee’s mandate includes reviewing existing and emerging threats, defining operational priorities, identifying capability gaps, and recommending procurement and resource allocation based on assessed needs rather than institutional preferences.
The Five-Year Defence Plan will operate on a rolling basis, reviewed annually to reflect new threats, technological advances, and lessons from ongoing operations.
Coordinated by Special Adviser to the President on Homeland Security, Maj-Gen. Adeyinka Famadewa (retd.), the committee comprises key figures including National Security Adviser Nuhu Ribadu, Defence Minister Christopher Musa, Service Chiefs, Inspector-General of Police Olatunji Disu, and heads of the DSS and National Intelligence Agency.
Famadewa described the assignment as a shared national responsibility, adding that subcommittees would be established to ensure timely completion.
