Speakers Back State Police Bill, Promise Thorough Review


The Conference of Speakers of State Legislatures of Nigeria has thrown its weight behind the Senate’s passage of the State Police Bill for second reading, describing it as a crucial advancement for improving security and promoting true federalism in the country. 


In a statement issued on Thursday, the Chairman of the Conference and Speaker of the Delta State House of Assembly, Emomotimi Guwor, expressed strong support for the initiative. He noted that the conference has long advocated for state police, emphasising that community-based policing would enable faster responses to security issues and better address local concerns. 


“This development marks a significant milestone in the national conversation on policing, security, and true federalism in Nigeria,” Guwor said. 


He added that the 36 state legislatures are convinced that policing structures grounded in local communities would boost public safety and intelligence gathering. “Security is local, and our people deserve policing architecture that understands their terrain and challenges,” he stated. 


The speakers assured Nigerians that state assemblies would conduct a diligent and thorough review of the bill when it reaches them for constitutional amendment approval, in line with Section 9(2) of the 1999 Constitution. This process will include stakeholder engagements and public hearings where necessary. 


The conference commended the Senate for its decisive action on the bill and called on all stakeholders to engage in the discussion with patriotism and objectivity. They also pledged to collaborate with the National Assembly, the executive, and other relevant parties to ensure the successful amendment of the relevant constitutional provisions. 


The Senate had on Wednesday passed the Constitution Alteration Bill for state police after a clause-by-clause review, with more than two-thirds of senators voting in favour.
