Senate Steps Down Training Institute Bill Over Duplication Concerns


The Nigerian Senate on Thursday, June 4, 2026, halted further consideration of the Chartered Institute of Training and Development of Nigeria (Establishment) Bill, 2026, after intense debate over its necessity and potential overlap with existing institutions. 


The bill, which aims to create a professional regulatory body for certified trainers and development practitioners, faced strong opposition from several senators who questioned its added value within Nigeria’s current professional and regulatory landscape. 


Senator Abdul Ningi led the criticism, urging colleagues not to approve the legislation merely because it was transmitted from the House of Representatives. “We can’t be emotional because it’s coming from a sister chamber and pass it. The bill doesn’t have the required merit to go through,” he said. 


Other lawmakers echoed concerns that the proposed institute would duplicate the roles of existing training, management, and professional development bodies.Senate Leader Opeyemi Bamidele suggested forming a sub-committee to thoroughly review the bill and ensure it complies with relevant Senate rules. Senate President Godswill Akpabio supported this approach, cautioning against automatically passing bills from the lower chamber.“Not everything that comes from the House must be passed. This bill is amorphous and can make us look somehow before the executive, who will ultimately assent to it,” Akpabio stated. 


Deputy Senate President Barau Jibrin also backed stepping down the bill, describing its objectives as vague and in need of clearer explanation. In contrast, Senate Minority Leader Abba Moro defended the legislation, arguing that its provisions were clear and unambiguous. 


Following the discussions, Senate President Akpabio announced the formation of a sub-committee, chaired by Senator Ningi, to rigorously scrutinize bills coming from the House of Representatives. The Senate then stepped down the bill pending further review and clarification. 


This development reflects growing scrutiny in the National Assembly over the proliferation of new professional institutes and regulatory bodies, amid worries about overlapping functions and unnecessary expansion of government agencies.
