Hundreds of non-academic staff recruited by the University of Calabar (UNICAL) during the 2019/2020 employment exercise may soon return to their jobs and begin receiving salaries after the House of Representatives directed their immediate reinstatement and placement on the university’s payroll.
The directive came after the House adopted the recommendations of its Committee on Public Petitions, chaired by Rep. Bitrus Kwamoti (Michika/Madagali, Adamawa State).
The affected workers had petitioned the House, claiming they were properly employed by the university, completed all necessary documentation, and reported for duty, but were inexplicably excluded from the payroll.
This left them and their families in severe financial hardship for years, despite working without pay.
The House had previously summoned the then Vice-Chancellor, Prof. Florence Obi, to explain the recruitment process and the reasons for excluding the non-academic staff.
Although the university was earlier directed to harmonise and process the names, the petitioners complained that only the academic staff recruited in the same exercise were eventually added to the payroll.
Following a thorough investigation, the House Committee submitted its report, which was adopted by the plenary.
The House specifically directed UNICAL management to:Immediately regularise the appointments of all affected staff
Place the 385 duly recruited academic and non-academic staff on the payroll
Issue staff numbers to the affected employees
Forward their names for capture on the Integrated Personnel and Payroll Information System (IPPIS)
The development brings fresh hope to the workers, many of whom have endured years of uncertainty and economic hardship. The university management is yet to issue a public response to the resolution.
This intervention highlights the National Assembly’s commitment to resolving grievances related to recruitment and payroll issues in federal institutions.
Stakeholders will be monitoring how quickly the directives are implemented.
