Makinde Signs Order Regulating Security Groups in Oyo Following School Kidnapping

Oyo State Governor Seyi Makinde has signed Executive Order No. 1 of 2026 to regulate associations, groups, and organisations offering security and allied services in the state.

The governor signed the order on Wednesday, May 20, 2026, as part of efforts to strengthen the state’s security architecture and ensure better oversight of vigilante and community-based security outfits.

According to a statement from the governor’s office, the executive order aims to ensure that all groups involved in security-related activities operate within a clear legal and operational framework approved by the state government.

It is designed to promote peace, public order, and strict compliance with the rule of law across Oyo State.

The move comes days after gunmen abducted several pupils and teachers from schools in Oriire Local Government Area of the state.

Makinde addressed the incident, stating that security agencies are working round the clock to secure the safe release of the abducted children and teachers.

“Security agencies are working round the clock to ensure the safe return of the children and teachers kidnapped in Oriire LGA,” the statement read.

The executive order is expected to bring greater coordination, accountability, and regulation to informal security networks operating in the state amid rising concerns over insecurity, especially in rural communities.
