In a tense session of the Nigerian House of Representatives, members of the minority caucus staged a dramatic walkout while chanting “APC Ole” in protest against the adoption of Clause 60(3) of the Electoral Act (Amendment) Bill, 2026.
The clause allows for both real-time electronic transmission of election results to INEC’s Result Viewing Portal (IReV) and manual transmission as a fallback in cases of technical glitches, network failures, or other disruptions.
The provision survived a voice vote, with the “nays” prevailing to keep the dual mechanism intact.Rep. Bamidele Salam had earlier moved a motion to delete the manual transmission option altogether, arguing that retaining it risks undermining electoral credibility, reverses technological gains, and leaves room for manipulation—especially in areas with unreliable network coverage.
The motion, seconded by Rep. Kingsley Chinda, was defeated when the majority voted to retain both methods.The walkout highlighted sharp partisan divisions, with opposition lawmakers accusing the ruling All Progressives Congress (APC) of deliberately preserving loopholes that could compromise transparency and fairness in future elections, particularly ahead of 2027.
As the minority caucus exited the chamber chanting “APC Ole,” the majority proceeded with the clause as presented.The development comes amid ongoing debates in both chambers of the National Assembly over electoral reforms.
While the House has adopted the dual-transmission approach, the Senate has made adjustments to similar provisions, including additional safeguards for technical failures.
The bill is still under consideration, with a Conference Committee expected to reconcile differences between the House and Senate versions before it is sent to President Bola Tinubu for assent.
