Tinubu signs bills to expand exports, strengthen rights of IDPs


 President Bola Tinubu has assented to two bills recently passed by the national assembly.

 

Senate President Godswill Akpabio announced the presidential assent during plenary on Wednesday.

 

“President Bola Tinubu has assented to two new bills. He assented to the export prohibition repeal and re-enactment bill 2025,” Akpabio said.

 

“He has also assented to the African Union Convention for the Prohibition and Assistance of Internally Displaced Persons’ Domestication and Enforcement Bill 2020–2025.”

 

 

The export prohibition repeal and re-enactment bill seeks to repeal the Export (Prohibition) Act, which restricts the export of staple products including maize, rice, yam tubers, beans, cassava tubers, and timber.

 

The original law, enacted in 1989, was designed to prioritise local consumption of staple foods and safeguard domestic food security.

 

However, critics have argued that the legislation is outdated and has constrained Nigeria’s export potential, particularly in the agricultural sector.

 

 

They contend that the restrictions discourage foreign investment and limit Nigeria’s ability to maximise its comparative advantage as a major producer of the affected commodities.

 

The assent comes against the backdrop of a food crisis, which, in 2024, led Tinubu to direct “total compliance” with the existing Export (Prohibition) Act to curb smuggling and protect local supply.

 

The second bill assented to by the president domesticates the African Union Convention for the Protection and Assistance of Internally Displaced Persons, also known as the Kampala Convention.

 

The convention, adopted by the AU in 2009, provides a legal framework for preventing displacement, protecting internally displaced persons, and ensuring durable solutions for their return or reintegration.

 

Nigeria signed the convention in 2009 but had yet to domesticate it into national law.

 

The domestication bill was sponsored by Benjamin Kalu, deputy speaker of the house of representatives, and passed by the green chamber before receiving concurrence from the senate.
