Senate Rejects Mandatory Electronic Transmission of Election Results


The Nigerian Senate has voted against making electronic transmission of election results compulsory, choosing to maintain the existing provisions of the 2022 Electoral Act.


During Wednesday’s plenary session, the upper chamber considered a bill seeking to repeal the Electoral Act No. 13, 2022, and enact a new Electoral Act, 2025. 


A major proposed amendment new Clause 60(5) which would have required presiding officers to transmit polling unit results in real time to the INEC Result Viewing (IReV) portal after completing Form EC8A was rejected.


Instead, the Senate retained the current framework, which requires manual collation, signing, stamping, and distribution of results to party agents and security personnel at polling units. 


Results are announced publicly at the polling unit and transferred to collation centres “in a manner as prescribed by the Commission,” without any obligation for electronic transmission.


In a related decision, senators also rejected Clause 47, which proposed allowing electronically generated voter identification such as downloadable voter cards with QR codes for accreditation purposes. 


The requirement for voters to present their physical Permanent Voter’s Card (PVC) remains unchanged, while the use of the Bimodal Voter Accreditation System (BVAS) or other INEC-approved devices for verification continues to be upheld.


The decisions maintain the status quo on key electoral processes ahead of future elections.
