FG Begins Rollout of 40% CAA Increase Consolidated Tools Allowance for Uni Lecturers


The Federal Government has commenced implementation of the agreed 40 per cent increase in the Consolidated Academic Allowance (CAA) for members of the Academic Staff Union of Universities (ASUU), effective from January 1, 2026.


The Minister of Education, Dr. Tunji Alausa (also referred to as Dr. Maruf Alausa in some reports), announced the development, stating that the government has fulfilled its obligation under the renegotiated agreement with ASUU.


The 40% upward review is structured as part of the academic staff remuneration, combining the Consolidated University Academic Staff Salary (CONUASS) with an enhanced Consolidated Academic Tools Allowance (CATA or Consolidated Tools Allowance). 


This allowance is designed to cover critical academic expenses such as journal publications, conference participation, internet access, professional memberships, book allowances, and other tools essential for teaching, research, and global competitiveness.


The Minister directed Vice-Chancellors of federal universities to ensure strict compliance with the approved framework for implementing the Consolidated Tools Allowance. 


He noted that payment of CATA has been captured and circularised by the National Salaries, Incomes and Wages Commission (NSIWC), with its inclusion already reflected in the 2026 budget process.


Some federal universities have reportedly begun reflecting the salary adjustments in their payroll systems, with the Minister urging proactive steps for prompt and full payment to all eligible academic staff.


The move is expected to boost staff morale, strengthen the academic environment, and improve teaching, research, and learning outcomes across Nigerian universities. 


It forms part of broader efforts to address longstanding welfare concerns, reduce brain drain, and promote industrial harmony in the tertiary education sector following years of negotiations and previous industrial actions by ASUU.
