NERC Transfers Regulatory Oversight of Electricity Market to Gombe State


The Nigerian Electricity Regulatory Commission (NERC) has transferred regulatory oversight of the intrastate electricity market in Gombe State to the newly established Gombe State Electricity Regulatory Commission (GOSERC), effective January 7, 2026.


This transfer, ordered by NERC, follows Gombe State's formal notification and compliance with the amended 1999 Constitution and the Electricity Act 2023, which allow states to regulate their local electricity markets while NERC handles interstate and international matters.


The order requires the relevant electricity distribution company serving Gombe to create a subsidiary for intrastate supply and distribution, which must then obtain a license from GOSERC.


Gombe State Governor Muhammadu Inuwa Yahaya recently signed the law creating GOSERC in late December 2025 and appointed Dr. Usman Abba Arabi, a former NERC spokesperson, as its chairman. 


The governor described the move as part of broader reforms to improve power supply, attract investment, and ensure reliable electricity access.


This is the latest in a series of similar transfers to states including Enugu, Ekiti, Ondo, Imo, Niger, Ogun, and Lagos, enabling greater state autonomy in tariffs, licensing, and local distribution under the 2023 Electricity Act.


The development aims to address regional power challenges in the Northeast through more tailored solutions.
