The Socio-Economic Rights and Accountability Project (SERAP) has called on President Bola Tinubu to urgently direct the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, to publicly release certified true copies of the tax reform bills as received from the National Assembly and the versions signed into law.
In a Freedom of Information request dated December 20, 2025, SERAP specifically demanded certified copies of four key laws: the Nigeria Revenue Service (Establishment) Act, the Joint Revenue Board of Nigeria (Establishment) Act, the Nigeria Tax Administration Act, and the Nigeria Tax Act.
The advocacy group also urged the President to instruct Fagbemi to clarify whether the bills transmitted by the National Assembly match exactly the contents of those signed by the President and the versions subsequently gazetted by the Federal Government.
SERAP emphasized that making these documents widely available would enable Nigerians to scrutinize the laws and directly compare the National Assembly's version with the signed and gazetted editions, promoting transparency in the legislative process.
The demand comes amid growing controversy over alleged material differences between the tax reform bills passed by the National Assembly earlier in 2025 and the gazetted versions.
Lawmakers, including Rep. Abdussamad Dasuki (PDP, Sokoto), have raised concerns in the House of Representatives about discrepancies, prompting the formation of an ad-hoc committee to investigate potential post-passage alterations.
The four tax reform laws, signed by President Tinubu on June 26, 2025, aim to modernize Nigeria's tax system, consolidate fragmented statutes, and boost revenue collection.
They are set to take effect from January 1, 2026.SERAP has given the government seven days to comply, warning of potential legal action to enforce the request in the public interest if unmet.
