The House of Representatives has approved substantial increases to the maximum campaign expenditure limits for candidates contesting various elective offices, citing the need to align with current economic realities amid rising costs and inflation.
The revised limits, passed on Wednesday, mark a significant hike from previous thresholds under the Electoral Act 2022. Key changes include:
Presidential candidates:
- Raised from ₦5 billion to ₦10 billion
- Governorship candidates: From ₦1 billion to ₦3 billion
- Senatorial candidates: From ₦100 million to ₦500 million
- House of Representatives candidates: From ₦70 million to ₦250 million
- State House of Assembly candidates: From ₦30 million to ₦100 million
- Local Government Chairmanship candidates: From ₦30 million to ₦100 million
- Councillorship candidates: From ₦5 million to ₦10 million
Additionally, the amendment raises the maximum donation an individual or entity can make to a single candidate from ₦50 million to ₦500 million, aiming to provide more flexibility in campaign funding while maintaining oversight.
Proponents of the bill argue that the adjustments reflect the depreciating value of the naira and escalating costs of logistics, media, and outreach in modern elections.
However, critics have raised concerns that the higher ceilings could further entrench money politics, making it harder for grassroots candidates to compete and potentially exacerbating vote-buying and undue influence.
The bill, part of broader reforms in the Electoral Act Amendment 2025, is expected to proceed to the Senate for concurrence before presidential assent.
If enacted, it will apply to future elections, including preparations for the 2027 general polls.
The Independent National Electoral Commission (INEC) will be tasked with monitoring compliance, with penalties for violations including fines and potential disqualification remaining in force.
