ICPC Arraigns FCTA Director for Allegedly Forging Predecessor's Signature on Land Titles


The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned Adamu Jubrin Hussaini, the Director of Lands at the Federal Capital Territory Administration (FCTA), on three counts of forgery involving statutory land title documents.


Hussaini appeared before a Federal High Court in Abuja on Wednesday, facing charges contrary to Section 362 and punishable under Section 363 of the Penal Code. 


The ICPC alleges that on or about June 5, 2023, Hussaini forged the signature of his predecessor, Mainasara Garba Babayo, who served as Director of Land Administration from 2011 to August 2016 before being redeployed on three Statutory Rights of Occupancy issued in favour of Etha Ventures Limited.


The affected plots are located in Cadastral Zone E07, Lugbe Central, Abuja, specifically Plots 3128, 3129, and 1204.


One of the counts reads: “That you, Adamu Jubrin Hussaini, Director of Lands, Federal Capital Territory Administration (FCTA), Abuja, on June 5, 2023, or thereabout, forged the signature of Mainasara Garba Babayo, the former Director of Land Administration, FCTA, on a Statutory Right of Occupancy over Plot 3128... in favour of Etha Ventures Limited.”


The case originated from intelligence reports and public petitions alleging fraudulent land allocations and reallocations by officials of the FCTA and the Federal Capital Development Authority (FCDA).


Hussaini, who succeeded Babayo in 2016, pleaded not guilty to all charges. The ICPC prosecutor requested a trial date, while the defence sought bail.


The court granted bail but ordered Hussaini remanded at the Kuje Correctional Centre pending the fulfilment of bail conditions.


The ICPC reiterated its commitment to tackling corruption, particularly in the management of public assets like land, and called on officials to maintain the highest standards of integrity.


This arraignment comes amid heightened scrutiny of land administration in the FCT, following recent revocations of titles over unpaid charges and other irregularities.
