NEC Constitutes Committee to Fast Track Livestock Reforms, Resolve Farmer-Herder Conflicts


The National Economic Council (NEC) has established a dedicated committee to fast-track the implementation of livestock development initiatives in Nigeria, aiming to modernize the sector, boost food security, and address the longstanding farmer-herder crisis.


The committee was formed during the council's 155th virtual meeting on Wednesday, chaired by Vice President Kashim Shettima. 


It follows a directive from President Bola Ahmed Tinubu, issued at the Federal Executive Council meeting on December 10, 2025, instructing NEC to collaborate with the newly created Ministry of Livestock Development on a comprehensive roadmap for transforming the industry.


The committee, chaired by Kebbi State Governor Nasir Idris, includes one representative from each of Nigeria's six geopolitical zones: Bauchi (North-East), Niger (North-Central), Ondo (South-West), Imo (South-East), Cross River (South-South), and Kebbi (North-West). 


Additional members comprise the Ministers of Livestock Development, Agriculture and Food Security, and Budget and Economic Planning, as well as the Senior Special Assistant to the President on Agribusiness.


NEC tasked the committee with reviewing recommendations from the Presidential Livestock Reform Committee and proposals from the Ministry of Livestock Development, while identifying states interested in participating in the program.


In his remarks, Vice President Shettima stressed that achieving food security, a moral imperative for the nation requires a practical, enduring, and nationally accepted resolution to farmer-herder conflicts. 


He highlighted the mismanagement of tensions between farming and pastoral communities as a root cause of violence that has disrupted livelihoods and eroded communal trust.


Shettima commended President Tinubu's establishment of a dedicated Ministry of Livestock Development, describing it as a bold step to integrate the sector into the national economy and unlock its potential for growth, peace, and prosperity.


The initiative seeks to reposition Nigeria's livestock industry as a modern, peaceful, and profitable driver of development, building on ongoing efforts to resolve resource-based conflicts and enhance rural economies.
