The joint Senate and House of Representatives Committee on ICT, Cybersecurity, and Digital Economy has begun collating stakeholder inputs on the proposed National Digital Economy and E-Governance Bill, 2025, in a public hearing aimed at strengthening Nigeria’s digital transformation.
Minister of Communications and Digital Economy, Bosun Tijani, emphasized at the session that a robust legal framework is essential to unlock the sector’s full potential and significantly increase its contribution to the nation’s GDP.“
The bill will provide the enabling environment for innovation, investment, and sustainable growth in the digital space,” the minister stated.Key Objectives of the Bill:Ethical AI Governance: Introduce risk-based regulation for artificial intelligence and emerging technologies.
E-Governance Framework: Streamline digital public services and enhance transparency.
Data Protection & Cybersecurity: Strengthen safeguards for citizens and businesses.
Digital Inclusion: Bridge the urban-rural digital divide and empower MSMEs.
Stakeholders, including tech entrepreneurs, civil society groups, and industry leaders, urged lawmakers to ensure the legislation balances innovation with accountability, warning against overregulation that could stifle startups.
The committee assured that all submissions will be reviewed to produce a forward-looking law that positions Nigeria as a leading digital economy in Africa.
The public hearing continues, with final recommendations expected before the bill advances to plenary.
