Gov Otti Signs Mini Grid Regulation, Welcomes Investors to State’s Electricity Market


Abia State Governor, Alex Otti, has enacted the Abia State Mini Grid Regulation, paving the way for investors and development partners to participate in the state’s electricity market.


In a post on his X handle on Thursday, September 11, 2025, Otti announced that the regulation aims to promote alternative energy sources, deliver decentralized energy solutions, and expand electricity access to underserved communities in Abia.


“On Wednesday, I signed the Abia State Mini Grid Regulation, establishing a framework to attract capable investors and partners to our electricity market,” Otti stated.


He praised President Bola Ahmed Tinubu for the amended Electricity Act 2023, which shifted electricity to the concurrent legislative list, enabling states to control their energy policies. 


This led to the creation of the Abia State Electricity Regulatory Agency (ASERA), which now oversees the state’s energy sector with clarity and independence.


Otti also commended the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, and stakeholders for their swift collaboration in finalizing the regulation.


“This milestone opens doors for small businesses, enhances public services, and sets the stage for sustainable growth and inclusive development across Abia’s communities,” Otti added.
