The Federal Government has issued a stern warning to power-generating companies (GenCos), threatening disconnection from the national grid if they fail to activate Free Governor Control (FGC) on all units to prevent recurring system collapses and enhance grid stability.
In a directive, Order NERC/2025/094, signed on August 26 by the Nigerian Electricity Regulatory Commission (NERC) Vice-Chairman Musiliu Oseni and Commissioner Dafe Akpeneye, GenCos must comply with FGC requirements by September 1, 2025, or face penalties.
FGC enables power plants to automatically adjust output to maintain grid frequency, ensuring a balance between supply and demand to avoid outages.Non-compliant GenCos face a 10% fine on invoices for defaulting units daily, starting November 30, 2025.
Persistent violators risk grid disconnection after 90 days until compliance is verified by the Nigerian Independent System Operator (NISO).
The directive follows eight grid disturbances in 2024, including five total and three partial collapses, linked to widespread FGC non-compliance.
NERC has mandated all grid-connected plants to install fast-acting governor systems and Grade Level 5 IoT-enabled meters to monitor key metrics by October 31, 2025, with NISO integrating these within 20 days.
NISO will monitor compliance in real-time, submitting monthly reports to NERC, with penalties for defaulters processed via market settlements and funds directed to the Ancillary Service Account.
Citing the Electricity Act 2023, NERC emphasized its mandate to enforce safety and reliability in the power sector.
The Grid Code requires all units to have fast-acting governors for primary control, especially during system isolation, to maintain frequency and voltage.
NERC warned that continued non-compliance threatens Nigeria’s fragile power sector, risking severe economic and consumer impacts.
