The Independent National Electoral Commission (INEC) has announced that ongoing security challenges in four local government areas (LGAs) in Borno State—Abadam, Guzamala, Kala-Balge, and Marte—will prevent the 2025/2026 Continuous Voter Registration (CVR) exercise from taking place at their respective headquarters.
Instead, the exercise will be conducted at designated locations within Maiduguri metropolis for safety reasons.
Resident Electoral Commissioner for Borno, Abubakar Ahmed Ma’aji, made this disclosure during a press conference in Maiduguri on Friday, August 15, 2025.
“Due to security concerns and safety considerations, four INEC LGA offices will conduct physical (in-person) registration at alternative locations within Maiduguri,” Ma’aji stated.
Eligible residents from Abadam will register at Yerwa Peace, Baga Road, Maiduguri.
Guzamala residents are directed to the Fire Service Department, 1,000 Housing Estate, Maiduguri.
Those from Kala-Balge will participate at Goni Kachallari Primary School, Mafa Road, Maiduguri, while Marte residents will register at Kachamari, opposite Shettiram Filling Station, Gamboru-Ngala Road, Maiduguri.
Ma’aji detailed the CVR’s three-phase schedule: Phase 1 will run from August 28 to December 10, 2025, with the register displayed from December 15 to 21, 2025.
Phase 2 is set for January 5 to April 17, 2026, with the register displayed from April 20 to 26, 2026. Phase 3 will take place from May 4 to August 17, 2026, with the register displayed from August 24 to 30, 2026.
Emphasizing the importance of the exercise, Ma’aji described it as “a national call to civic duty.”
He reaffirmed INEC’s commitment to ensuring all eligible citizens can participate, stating, “We are dedicated to making this process inclusive and accessible, despite the challenges.”
He also called for public and media cooperation, promising regular updates throughout the CVR process.
