Confab seeks law against open defecation

The National Conference has called for the enactment of laws that will make open defecation an offence in the country.
The delegates, at their meeting on Monday evening, said the action should be banned.
A former Head of Service, Mrs. Ebele Okeke, had in her contribution warned against open defecation, an action he said was common among women.
She said open defecation contributes to the spread of diseases and condemned the situation where landlords built houses without making provision for toilets, which she said encourages open defecation.
She said, "Nigeria is like a big toilet, where people defecate in open places.This is due largely to the fact that landlords build houses without toilets and even where there are toilets, these toilets are converted to stores.
"I, therefore, propose that open defecation be banned and men, particularly, should not come out of their houses to urinate."
In a vote voice, the delegates supported her position and recommended that punishment be metered to anyone that defecates in open place.
The delegates also approved the recommendation to remove issues on \the environment from the exclusive legislative.
They also approved the recommendation of the committee seeking for the transfer of Ecological fund from the presidency to the ministry of environment while disbursement from the funds should be strictly on identifiable projects.
Also endorsed by the delegates is the recommendation that the federal government should implement the recommendation of the United Nations Environment Programme, on the cleanup of Ogoni land.
Another delegate, Mr. Hassan Adamu, set the tone to remove the Ecological fund from the presidency during deliberation on the report of the conference committee on Environment.
According to him, the experts on environmental matters are within the ministry of environment and it is only proper that ecological funds are domiciled in the ministry.
Former Peoples Democratic Party, National Chairman, Bello Mohammed also spoke in support of transfer of Ecological Fund from the Presidency to the Federal Ministry of Environment.
Sola Ebiseni representing former LG Chairmen canvassed that environment be put under the concurrent list of the Constitution.
According to him, environmental issues are local and the states ought to have a say in environmental laws.
Senator Anietie Okon expressed regrets that whenever resource control is mentioned people easily think of oil, even though other types of minerals have been identified and listed. According to him, resource control is necessary for nation's development.

Banning open defalcation can only work if public conviniecies are first provided followed by massive sensitization
ReplyDeleteinteresting, this is a case of morality and the level to which we have decended, do you need to pass a law to say "thou shall not shit here".
ReplyDeleteThey should also pass another one about this house is not for sale, you know what am talking about, they type you see written on almost every house in Lagos!
This is a welcoming idea keeping country clean with the people's hygenity, this will also reduce hepidemic lik cholera and TB due to dust from defecates. But government too must remember that when they are making all these good laws, they should also put in place alternatives, like all filling stations must have toilets, big shopping malls that are coming up most have world standard rest room, resturants must have clean toilets, and local governments to have standard clean paid toilets. Also, the law enforcement agents need to handle the law with care.

ReplyDeleteYou know when you stayed longer in a toilet, you"ll be thinking of laid down, i think this conference is taking unecessary turn or what does "public defecation has to do with our unity,problem and way forward? I think spitting in the public should be included and dont forget yawning because they all "caused" public nuisance, we are talking about moving this broken car forward, you are talking of leather seat, is that what we sent you for or you wanted to assumed lawmakers position?
ReplyDelete@Adeola, you are right on target in your comment. These stuff by the delegates are policies and department regulations. The Conference was for something bigger than this crap suggestions by ignorant delegates. I just wonder if some of the delegate understand what they are there for and what is expected of them.
