LAGOS — The Lagos State Government has filed two separate criminal charges, against the former Director-General of the Nigerian Stock Exchange, NSE, Dr Ndi Okereke- Onyiuke, Alhaji Lance Elakama and six others before a Lagos High Court for alleged theft of N3.3 billion.
The suits are before Justice Christopher Balogun. Other accused persons in the separate charge are Creative Financial Services Limited, Mining System Limited, OPDC Properties Limited, OAK Business and Finance Company Limited, Uzoma Onyekuru (m) and Kingdom Securities and Finance Company Limited.
The accused persons are charged with conspiracy and stealing contrary to Sections 516 and 390 (7) of the Criminal Code of Lagos State Cap C17, Vol. 2 Laws of Lagos State 2003.
But none of the accused persons was in court, as they could not be arraigned because the Police was yet to effect their arrest and bring them to court.
Prosecuting counsel told the court that effort by the police to arrest the defendants had not yielded any positive result, adding that he got information from the police authorities that some of the accused persons were already outside the jurisdiction of the court but efforts were being made to arrest them. The matter was subsequently, adjourned till October 10.
According to the charge, Okereke- Oyuike and her deputy Alhaji Lance Elakama as officers of the Nigerian Stock Exchange and Mining Systems Limited on or about June 20, 2008 at the NSE Building with intent to defraud, conspired to steal the sum of N455 million property of the Exchange.
The charge read, “that you “Ndi Okereke- Oyuike (f), Lance Elakama (m) (officers of NES) and Creative Financial Services Limited on or about June 20, 2008 at NSE Building with intent to defraud conspired to steal the sum of N495 million property of NSE.
* Ndi Okereke- Oyuike (f), Lance Elakama (m) (officers of the NSE) and Creative Financial Services Limited on or about June 20, 2008 at NSE Building stole and fraudulently converted the sum of N495 million property of the Exchange.
* Ndi Okereke- Oyuike (f), Lance Elakama (m) (officers of the NSE) and Creative Financial Services Limited on or about June 20, 2008 at NSE Building with intent to defraud conspired to steal the sum of N285million property of the Exchange.
* Ndi Okereke- Oyuike (f), Lance Elakama (m) (officers of NSE) and OPDC Properties Limited on or about June 20, 2008 at NSE Building stole and fraudulently converted the sum of N285million property of the Exchange.
