ICPC Partners UN to Combat Fraud in Aid Delivery Across N’East

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has partnered with the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) to tackle fraudulent practices undermining efficient aid delivery to vulnerable communities in Borno, Yobe, and Adamawa states.

The partnership was formalised during a familiarisation visit by ICPC officials to the UN OCHA office in Maiduguri on Tuesday. Resident Anti-Corruption Commissioner for Borno and Yobe states, Linus Gubbi, said the visit aimed to introduce the ICPC leadership to the organisation and establish direct communication channels between the two institutions.

Gubbi outlined three key objectives: formally introducing the ICPC Borno State leadership to OCHA; identifying areas of corruption risks, supply chain leakages, and fraudulent practices that threaten aid efficiency; and laying the foundation for a long-term partnership that integrates anti-corruption safeguards into humanitarian frameworks.

He noted that UN OCHA could benefit from specialised training for humanitarian staff and local partners on anti-corruption protocols, early access to information on suspected diversion or misuse of resources, secure reporting channels with prompt and discreet investigations, and technical advice to strengthen internal control systems.

Gubbi praised OCHA’s role in coordinating life-saving assistance, mobilising resources, and providing relief to millions across the North East and the wider Lake Chad region. He urged the organisation to fully embrace the partnership. In response, Head of the UN OCHA office in Maiduguri, Patricia Mucheche, described the collaboration as timely.

She called for capacity-building programmes to help stakeholders understand accountability procedures, including how to report suspected misconduct, the processes that follow, expected timelines, confidentiality measures, and possible outcomes.

Mucheche said clear reporting mechanisms and effective information sharing would build confidence and promote responsible management of humanitarian resources. She assured that UN OCHA would continue working with relevant stakeholders to ensure transparency in relief delivery across the North East.
