The Socio-Economic Rights and Accountability Project (SERAP) has called on President Bola Tinubu to order a comprehensive investigation into allegations that more than N6.79 billion in public funds was diverted or misapplied within the Nigeria Police Force and the Federal Ministry of Police Affairs.
The group also demanded the recovery and proper accounting of missing firearms and ammunition flagged in the latest Auditor-General of the Federation report.
SERAP made the request in a letter dated 1 August 2026, according to a statement issued on Sunday by its Deputy Director, Kolawole Oluwadare.
The organisation said the allegations are contained in the Auditor-General’s Annual Report published on 9 September 2025.
It described the findings as a “grave betrayal of the public trust” and urged Tinubu to direct the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), the Inspector-General of Police, Olatunji Disu, and relevant anti-corruption agencies to investigate and prosecute anyone found culpable.
According to SERAP, the report documented numerous alleged financial irregularities, including payments for projects that were never executed, abandoned contracts, inflated contract costs, irregular procurement, unretired cash advances, unsettled insurance claims and payments for services allegedly not rendered.
It also cited missing firearms and ammunition, the unauthorised use and release of police exhibits, failures to properly account for recovered items, and insecure storage of firearms, which it said posed serious risks to public safety and national security.
SERAP gave the Federal Government seven days to act on its recommendations or face legal action.
Among the specific findings highlighted were:
Payment of over N499.8 million for the construction of Police College Phase II in Bashar, Plateau State, which was never executed.
Payment of over N12.9 million for the rehabilitation of a building in Garki that was not carried out.
Payment of over N111.6 million for a transit camp and administration block in Kudan, Kaduna State, that was not executed.
Insertion of taxes exceeding N4 million to inflate a contract.
Payment of over N1.9 billion for 14 contracts in 2022 that were abandoned, with new contracts awarded instead.
The group also referenced findings that 42 firearms, including AK-47 rifles and pistols, as well as 737 rounds of live ammunition booked into the FCT Police Command armoury between 2021 and 2022, were never returned.
It further alleged that police exhibits, including vehicles, firearms and ammunition, were converted to operational use or released without proper authorisation.
SERAP additionally cited procurement irregularities in the Federal Ministry of Police Affairs, including contracts worth N438.1 million for bulletproof vests, ballistic helmets and troop carriers awarded without due diligence, along with other alleged irregular payments involving insurance claims, cash advances, training programmes and related items.
The organisation insisted that those responsible for any proven wrongdoing should be prosecuted and that all missing public funds and security assets should be recovered in the public interest.
