The Niger Delta Development Commission (NDDC) has introduced digital contract award letters as part of measures to tackle fraud and reduce cases of directors and contractors facing trouble with the Economic and Financial Crimes Commission (EFCC).
NDDC Managing Director, Dr Samuel Ogbuku, disclosed this during a capacity-building training on public procurement for the commission’s executive management and directors in Port Harcourt.
Ogbuku emphasised the commission’s commitment to full compliance with the Public Procurement Act in project execution.
He noted that the digitisation of contract letters aims to prevent the circulation of fake award documents, which had previously led many directors and service providers into EFCC investigations.
“The NDDC introduced the e-procurement system to combat corruption and promote accountability,” Ogbuku said. He added that digitisation would minimise human error and eliminate the delays associated with manual processes.
The training, according to him, was designed to deepen understanding of procurement procedures among management staff.
He urged directors to align all procurement plans with the commission’s needs assessment, approved budgets, and regional priorities, while scrutinising vendor proposals thoroughly.
Ogbuku stressed the need for prudence in managing public funds and adherence to government policies to drive development in the Niger Delta.
NDDC Executive Director of Finance and Administration, Chief Boma Iyaye, highlighted the importance of capacity building for officials handling public resources.
Director of Procurement, Dr Chuks Osuji, said the initiative seeks to enhance skills, integrity, and transparency in procurement.
Pioneer Director-General of the Bureau of Public Procurement, Engr. Emeka Eze, commended the NDDC for adopting e-procurement, describing it as a “game-changer” in the fight against corruption. He advised strict compliance with regulations to avoid legal pitfalls.
