Rivers Assembly Resumes, Receives Fubara’s Spending Plan


The Rivers State House of Assembly has received the Medium Term Expenditure Framework (MTEF) from Governor Siminalayi Fubara but deferred debate on the document to allow for detailed scrutiny.


At its first legislative sitting of the Fourth Session of the Tenth Assembly on Thursday, Speaker Martin Amaewhule read the governor’s correspondence before the House Leader, Major Jack, laid the document for consideration. 


Lawmakers agreed to postpone deliberations to the next sitting.The Assembly also received a petition from stakeholders in the Ngo-Oyorokoto communities, presented by Ofiks Kagbang, calling for an investigation into the alleged abandonment of the Ngo-Oyorokoto Atlantic road project, a critical infrastructure for Andoni coastal communities.


The House last convened in February to screen commissioner nominees but has faced criticism for prolonged inactivity. 


Concerns are mounting that Rivers State could slip into a constitutional crisis if Governor Fubara fails to present the 2026 Appropriation Bill, with no record showing the state is operating under a duly passed budget six months into the year.


Legal experts, including Liborous Oshoma and Innocent Eku, warned that continued reliance on the emergency budget approved by the National Assembly during federal intervention is untenable. 


They stressed that the governor must transmit a fresh budget to the Assembly to avoid breaching constitutional provisions.


Calls have intensified for both the executive and legislature to put aside political differences and act in the public interest by passing a budget that ensures governance and development for Rivers people.
