The National Assembly has unveiled 37 prioritised constitutional amendment bills as part of the ongoing review of the 1999 Constitution.
The bills, selected from 260 constitution review proposals
that passed second reading, include electoral reforms, judicial reforms, state
police, local government autonomy, devolution of powers, women’s
representation, fiscal reforms, and traditional institutions.
Among the key proposals are the establishment of state
police, independent candidacy, creation of an electoral offences commission,
special legislative seats for women, constitutional recognition of traditional
rulers, citizenship by investment, and local government autonomy.
The bills have been prioritised by the Senate and House of Representatives
committees on constitution review for further legislative consideration.

Electoral reforms
1. Bill to reform State Independent Electoral Commissions
(SIECs).
2. Bill to introduce independent candidacy in elections.
3. Bill to establish the Electoral Offences Commission.
Judicial reforms
1. Bill to restrict and streamline appeals to the supreme
court.
2. Bill to strengthen timelines and procedures for election petitions.
3. Bill to improve judicial administration and efficiency.
Security and policing
1. Bill to establish state police.
2. Bill to create State Police Service Commissions.
3. Bill to strengthen federal-state cooperation in policing.
4. Bill to place funding of the armed forces on the first-line charge.
Local government reforms
1. Bill to guarantee financial autonomy for local
governments.
2. Bill to recognise local governments as a constitutionally protected tier of
government.
3. Bill to strengthen the powers and responsibilities of local governments.
Inclusive governance and citizenship
1. Bill to create special seats for women in the Senate.
2. Bill to create special seats for women in the house of representatives.
3. Bill to create special seats for women in state houses of assembly.
4. Bill to provide citizenship by investment.
Legislature
1. Bill to institutionalise legislative bureaucracy.
2. Bill to strengthen legislative independence and capacity.
Devolution of powers
1. Bill to move tourism from the exclusive legislative list
to the concurrent legislative list.
2. Bill to devolve additional powers to states.
Human rights
1. Bill to strengthen constitutional protection of rights.
2. Bill to expand access to justice and constitutional remedies.
3. Bill to enhance protection of vulnerable groups.
Fiscal reforms
1. Bill to strengthen the office of the auditor-general.
2. Bill to compel timely submission of government financial statements.
3. Bill to mandate publication of audit reports.
4. Bill to improve public financial accountability.
Strengthening institutions
1. Bill to separate the legal fate of governors and deputy
governors regarding qualification and disqualification.
2. Bill to remove certain executive law-making powers.
3. Bill to strengthen institutional checks and balances.
Traditional institutions
1. Bill to establish state councils of traditional rulers.
2. Bill to grant constitutional recognition to traditional institutions.
Creation of states and local governments/corrections
1. Bill to correct the name of Ibeno Local Government Area
to Ibono.
2. Bill to correct the name of Aiyekire Local Government Area to Aiyedire.
3. Bill to correct the name of Jaba Local Government Area to Ham.
4. Bill to correct the name of Ibadan Central Local Government Area to Ibadan
North-East.
The bills will still require passage by the national
assembly and approval by at least two-thirds of state houses of assembly before
becoming part of the constitution.
