2027: Civil Society Group Reopens Tinubu’s Chicago Certificate Controversy


The Center for Reform and Public Advocacy (CFRPA), a civil society organization focused on governance and accountability, has reignited debate over the authenticity of President Bola Tinubu’s academic credentials from Chicago State University.


In a petition dated June 19, 2026, and addressed to Independent National Electoral Commission (INEC) Chairman, Professor Joash Amupitan, the group demanded urgent clarification on the certificates Tinubu presented for clearance in the 2023 presidential election. 


CFRPA argued that resolving the matter is critical to safeguarding the integrity of the 2027 polls.


The petition, signed by the group’s Head of Legal Unit, Barrister Kalu Agu, alleged inconsistencies in Tinubu’s educational records. 


Among the claims was that Tinubu stated he attended Government College Lagos between 1960 and 1970, despite the institution being established in 1974. 


The group further alleged that documents submitted to INEC, including a National Youth Service Corps (NYSC) discharge certificate, may have been forged.


CFRPA cited Section 137(1)(j) of the 1999 Constitution, which disqualifies candidates who present forged certificates, and warned that failure by INEC to clarify Tinubu’s eligibility could force the group to seek legal redress.


The petition also referenced a 2023 U.S. court case in which Chicago State University released Tinubu’s academic records to former Vice President Atiku Abubakar. 


CFRPA claimed those records revealed discrepancies in Tinubu’s admission documents and questioned the validity of his qualifications.


The group urged INEC to act decisively, stressing that the controversy represents a litmus test for the commission’s neutrality and credibility ahead of the 2027 presidential election.
