Vice President Kashim Shettima has warned that significant gains made in the fight against insurgency should not be mistaken for complete victory, stressing the need for sustained vigilance and a multi-dimensional approach to counterterrorism.
Shettima, represented by his Special Adviser on General Duties, Dr. Aliyu Modibbo, made the remark on Thursday, May 21, 2026, during the unveiling of a two-volume book titled Counterterrorism and Counterinsurgency Operations in North East Nigeria, authored by Maj. Gen. Ibrahim Yusuf (retd.).
The Vice President acknowledged the resilience of Nigerians in the face of security challenges, describing recent difficulties not as a sign of a weakened nation, but as a testament to the courage and determination of its people.
“While significant progress has been made in degrading terrorist capabilities, progress must not be mistaken for final victory.
Terrorism requires sustained vigilance, continuous adaptation, and strengthened collaboration among all stakeholders,” he stated.
Shettima emphasised that military action alone cannot defeat terrorism and insurgency. He called for a comprehensive strategy that combines intelligence, technology, diplomacy, community engagement, and socio-economic development to achieve lasting peace.
He commended the sacrifices of the Armed Forces, intelligence agencies, humanitarian workers, traditional rulers, religious leaders, and ordinary citizens working to stabilise affected regions.
The Vice President reaffirmed the Federal Government’s commitment under President Bola Ahmed Tinubu to improving the operational readiness, welfare, and morale of the military, while urging greater investment in capacity building, intelligence gathering, technology, and civil-military cooperation.
The Chief of Defence Staff, Gen. Olufemi Oluyede, described the book as a valuable contribution to military scholarship, noting that the author drew from extensive field experience to bridge theory and practice in counter-insurgency operations.
Maj. Gen. Ibrahim Yusuf (retd.), the author, said the publication, which took about eight years to complete, aims to document lessons learned and guide younger officers involved in counterinsurgency efforts.
