Lagos Bans Manual Building Permits, Enforces Digital Approval System


Lagos State Government has officially abolished all forms of manual processing of building and planning permits, making the Electronic Physical Planning Permit System (EPPPS) the only legal channel for approvals.


The reform, which took full effect from April 1, 2026, aims to enhance transparency, boost efficiency, eliminate bureaucratic bottlenecks, and curb fraud in the building approval process.


Special Adviser to the Lagos State Governor on E-GIS and Urban Development, Olajide Babatunde, announced the development, describing it as “the dawn of a new era in digital processing of planning permissions.”


“The full automation of our planning permit process commenced on April 1, 2026. Let me be unequivocally clear: the manual processing of physical planning permits has been completely discontinued and outlawed in Lagos State,” Babatunde stated.


He explained that the web-based EPPPS platform is now fully operational across all district offices, with 100% staff training completed and necessary infrastructure deployed.


“All applications must now go through the EPPPS platform exclusively. Anyone processing planning permits manually from this date is engaging in an illegal activity,” he warned.


The government has established a monitoring task force to enforce compliance with the new digital system, which covers the entire planning lifecycle, including Authorisation to Commence Construction Works and stage certifications.


Babatunde noted that the move aligns with Governor Babajide Sanwo-Olu’s vision of a more efficient, transparent, and technology-driven governance system. 


He added that no additional charges are being introduced, the focus is on using technology to solve delays and encourage safe property development.


The digital reform is part of broader initiatives, including the Certified Accredited Programme (CAP) for building control and the deployment of Aumentum Software for land administration and Certificates of Occupancy.


Residents, developers, and stakeholders have been urged to fully embrace the new system, as the state positions itself as a leader in digital governance and ease of doing business in Nigeria.
