The Rivers State House of Assembly, led by Speaker Martin Amaewhule, has resolved not to entertain the presentation of the 2026 Appropriation Bill by Governor Siminalayi Fubara until ongoing investigations into allegations of gross misconduct against him and his deputy, Ngozi Odu, are concluded.
During Thursday's plenary session, which initiated fresh impeachment proceedings against the governor and his deputy, Majority Leader Major Jack moved a motion signed by 26 members accusing Fubara of constitutional breaches, including unauthorized expenditures and failure to present the budget.
The Assembly further stated that it would reject any attempt by the governor to lay the ₦1.85 trillion 2026 budget proposal (already approved by the State Executive Council as the "Budget of Resilience for Growth and Development") before the House until the misconduct probe is resolved.
Speaker Amaewhule noted that Fubara had shown no intention of presenting the budget, adding that current state spending without legislative approval constitutes illegality.
The development escalates the protracted political crisis in Rivers State between Governor Fubara (PDP) and his predecessor, FCT Minister Nyesom Wike (APC), whose loyalists control the Amaewhule-led faction of the Assembly.
Critics of the governor have previously raised alarms over the delay in budget presentation, arguing that it has left the state operating without a valid appropriation for 2026.
