NANS Commends NCC for Refund Framework on Failed Airtime, Data Transactions


The National Association of Nigerian Students (NANS) has warmly applauded the Nigerian Communications Commission (NCC) for introducing a robust and comprehensive refund framework designed to tackle the persistent issue of failed airtime and data transactions across Nigeria’s telecom networks.


In a statement released today, NANS described the new policy as “timely, responsive, and deeply impactful,” especially for millions of young Nigerians in tertiary institutions who depend heavily on reliable mobile data and airtime for their academic work, online learning, digital research, virtual group collaborations, and small-scale entrepreneurial activities.


The students’ body highlighted that failed transactions where money is debited but no airtime or data is credited have long been a major source of frustration and financial strain for students operating on tight budgets. 


Many have endured repeated losses, prolonged delays in complaint resolution, and a lack of accountability from service providers.


NANS National Vice President (Special Duties), Comrade Ahmad Mallawa, who signed the statement, praised the framework for clearly spelling out the obligations of Mobile Network Operators (MNOs) and Deposit Money Banks, including strict timelines for resolution.


He particularly welcomed the following key features of the new refund system:

Automatic refunds within 30 seconds for eligible failed transactions   

Establishment of enforceable Service Level Agreements (SLAs) for telecom operators and banks   

Introduction of a Central Monitoring Dashboard for real-time oversight and accountability

 

Mallawa described these provisions as aligning with global best practices and representing “a decisive shift towards fairness, transparency, and efficiency in Nigeria’s telecom sector.”


The association also acknowledged the NCC’s earlier interventions, noting that the Commission has already facilitated refunds totaling over ₦10 billion to affected subscribers an action that demonstrates the seriousness and tangible impact of its consumer protection drive.


“NANS particularly appreciates the NCC’s stakeholder-inclusive approach and its clear prioritization of consumer welfare,” the statement read. 


“We urge the Commission to ensure prompt final approval and seamless nationwide implementation so that every subscriber, especially students, can begin to enjoy the full benefits of this landmark reform.”


NANS reiterated its readiness to maintain constructive engagement with the NCC and other regulatory bodies in support of policies that protect the interests of Nigerian students and the wider public.


The student body concluded by reaffirming its strong backing for the NCC’s consumer-centric reforms and called for sustained regulatory vigilance to guarantee long-term improvements in service quality and accountability across the telecommunications industry.
