FG Unveils Bold Reforms to Eradicate Exam Malpractice in WAEC, NECO from 2026


The Federal Government of Nigeria has rolled out a series of stringent measures to completely eliminate examination malpractice in the West African Examinations Council (WAEC) and National Examinations Council (NECO) starting from the 2026 examination cycle. 


These reforms aim to restore full credibility, transparency, and public trust in the nation's secondary school certification system.


The initiatives were announced by the Minister of Education, Dr. Tunji Alausa, in collaboration with the Minister of State for Education, Professor Suwaiba Said Ahmed. 


In a statement issued by the Director of Press and Public Relations, Boriowo Folasade, the ministers emphasized that the Federal Ministry of Education is ramping up supervision and implementing precise strategies to protect the integrity of these critical national exams.


Key highlights of the new measures include:


Enhanced Question Randomisation and Serialisation: All candidates will face the same set of questions, but the order and arrangement will be uniquely shuffled for each individual. 


This technology-driven approach will make every exam paper distinct, drastically reducing the chances of copying or collusion during tests.


Strict Ban on SS3 Student Transfers: The long-standing policy prohibiting transfers of students in Senior Secondary School Three (SS3) will be enforced without exception. 


This rule, previously circulated via official directives, targets the common practice of last-minute school switches linked to "miracle centres" and organised cheating.


Standardised Continuous Assessment (CA) Submission Guidelines: New national guidelines, effective immediately, mandate fixed deadlines for submitting CA scores across all exam bodies, including WAEC, NECO, and NBAIS:

First Term CA: January

Second Term CA: April

Third Term CA: August


These mandatory timelines are intended to promote uniformity, prevent manipulation, and ensure timely, accurate processing of student records nationwide.


Introduction of Unique Examination Learners’ Identity Number: Every candidate will receive a permanent identifier to track their progress through the examination system. 


This will enhance accountability, monitoring, and long-term improvements in certification and educational data management.


The ministers assured stakeholders of intensified coordination with exam bodies and stricter oversight to uphold ethical standards. 


They described the reforms as a firm commitment to delivering fair, credible examinations that meet international benchmarks while tackling Nigeria's specific challenges in education.


The Federal Ministry of Education pledged full collaboration with exam organisations, state governments, school leaders, parents, and students to ensure seamless rollout and successful 2026 exams across the country.


These steps build on ongoing efforts to modernise Nigeria's education sector and produce certificates that command global respect.
