In the proposed 2026 federal budget presented by President Bola Tinubu to the National Assembly, the Nigerian government has allocated N115 billion specifically for the reintegration phase of the Presidential Amnesty Programme (PAP).
This initiative, launched to promote peace in the oil-rich Niger Delta, focuses on transforming former agitators and ex-militants into productive members of society while supporting sustainable development in the region.
The funding is listed as an ongoing project under the service-wide vote, which is managed within the Ministry of Budget and Economic Planning.
This ministry has been allocated a total of N9.1 trillion in the 2026 appropriation bill, the second-largest ministerial budget encompassing its headquarters operations, agencies such as the National Bureau of Statistics (NBS), the Nigerian Institute for Economic and Social Research (NISER), the Centre for Management Development (CMD), and various service-wide expenditures including the PAP.
The overall 2026 federal budget proposal stands at N58.18 trillion, themed the "Budget of Consolidation, Renewed Resilience and Shared Prosperity". It prioritizes security (with N5.41 trillion for defence), infrastructure, education, health, and macroeconomic stability amid ongoing economic reforms. President Tinubu emphasized that the budget aims to translate recent gains into broader prosperity, job creation, and improved living standards for all Nigerians.
The PAP, initiated in 2009, continues to provide training, education (including scholarships to universities in Nigeria and abroad), vocational skills, stipends, and empowerment opportunities for beneficiaries from the nine Niger Delta states.
Recent activities under the programme include sending dozens of postgraduate scholars to the UK for the 2025/2026 academic year and ongoing efforts to expand inclusion, such as for women and additional stakeholders.
