Acting Governor of Borno State, Alhaji Umar Usman Kadafur, has assented to the 2026 Appropriation Bill, transforming it into law with a total size of ₦892.448 billion.
The signing ceremony took place at the Government House in Maiduguri on Tuesday, January 27, 2026.
This marks a significant milestone, as it is the first time in Borno State's history that an acting governor has signed a state budget into law.
Alongside the budget assent, Kadafur also signed the Borno State Local Government Amendment Law 2026, which introduces a three-year tenure for local government chairpersons and councillors to enhance grassroots governance, administrative stability, and service delivery.
The budget, originally presented by Governor Babagana Umara Zulum as a ₦890.33 billion proposal on December 29, 2025, was thoroughly reviewed and passed by the Borno State House of Assembly.
Lawmakers increased the figure by approximately ₦2.12 billion (with the final amount rounded to ₦892.45 billion in reports), primarily to bolster key sectors such as health and education.
Speaker Abdulkarim Lawan highlighted that the additional funds were allocated to strengthen healthcare services, construct a lecture theatre at the College of Nursing, and upgrade infrastructure at the College of Health Technology in Maiduguri.
The 2026 budget prioritizes sustainable development, improved service delivery, and continued post-insurgency recovery.
It focuses on critical areas including education, healthcare, poverty alleviation, infrastructure rehabilitation, and the reintegration of internally displaced persons reflecting the administration's commitment to consolidating gains in recovery and growth while addressing citizens' most urgent needs.
Speaking at the ceremony, Acting Governor Kadafur described the event as a "significant milestone in our governance journey."
He commended the House of Assembly for its expeditious passage of the bill and reaffirmed the government's dedication to prudent fiscal management, inclusive governance, economic stimulation, and enhanced welfare for Borno residents.
The Speaker assured continued legislative cooperation to ensure effective budget implementation and the delivery of tangible dividends of democracy to the people of Borno State.
