ICPC Flags 13 Federal Agencies as 'High Corruption Risk' in 2025 Ethics, Integrity Report


Nigeria's Independent Corrupt Practices and Other Related Offences Commission (ICPC) has classified 13 ministries, departments, and agencies (MDAs) as "high corruption risk" due to their complete non-responsiveness in the agency's latest Ethics and Integrity Compliance Scorecard (EICS) report for 2025.


The report, released on Tuesday during a press briefing in Abuja, assessed a total of 357 MDAs, with 344 evaluated. No MDA achieved full compliance with ethical and integrity standards. 


Key findings include:

48 MDAs (13.95%) showed substantial compliance 

132 MDAs (38.37%) recorded partial compliance 

141 MDAs (40.99%) demonstrated poor compliance

23 MDAs (6.69%) were non-compliant

 

The 13 non-responsive MDAs were flagged as high-risk, highlighting persistent gaps in governance, administrative systems, procurement processes, staff training on ethics, and implementation of anti-corruption measures.


ICPC Chairman Dr. Musa Aliyu, represented by Director of Systems Study and Review Olusegun Adigun, noted modest improvements in financial management but stressed that weak internal controls, ineffective Anti-Corruption and Transparency Units (ACTUs), absent in 89 MDAs and inadequate whistleblower policies continue to expose institutions to risks.


The commission emphasized that the EICS is a preventive tool aimed at strengthening transparency and accountability, with plans for corrective measures and closer monitoring of flagged agencies to support national anti-corruption efforts.
