Court Halts Police Enforcement of Tinted Glass Permit Policy Nationwide


A Delta State High Court has granted an ex-parte injunction restraining the Inspector-General of Police (IGP) and the Nigeria Police Force (NPF) from resuming enforcement of the tinted glass permit policy across the country.


Justice Joe Egwu, presiding over the case on Wednesday, issued the interim order barring police officers from stopping, harassing, arresting, detaining, extorting, or otherwise interfering with citizens' and motorists' constitutional rights to dignity, privacy, freedom of movement, and property ownership under the pretext of enforcing the policy.


The injunction will remain in effect pending the hearing and determination of the substantive suit. The court has scheduled December 24, 2025, for the hearing of the motion on notice.


The suit was filed by Mr. Israel Joe, a citizen and rights activist, through his legal team led by Kunle Edun (SAN). It challenges the planned reactivation of the tinted glass permit requirement, which the police had announced would resume on January 2, 2026.


On Monday, Force Public Relations Officer ACP Olumuyiwa Adejobi (via spokesperson Benjamin Hundeyin) declared that the long-suspended policy would be enforced starting next year, requiring vehicle owners with factory-fitted or aftermarket tinted glass to obtain permits.


The court's intervention comes amid public debates and disagreements, including objections from the Nigerian Bar Association (NBA), over the policy's necessity and potential for abuse by law enforcement officers.


Critics argue that the requirement infringes on privacy rights and could lead to extortion on highways, while proponents cite security concerns, such as the use of heavily tinted vehicles in criminal activities.


This latest ruling temporarily suspends the police's plans, providing relief to motorists until the court delivers a final judgment on the matter's constitutionality and legality.
