Bandits Use Foreign Networks, That’s Why we Can’t Track Their Social Media Posts - Presidency

Daniel Bwala, Special Adviser to President Bola Tinubu on Policy Communication, has revealed the key technical reasons why Nigeria’s security agencies find it difficult to locate armed bandits who openly flaunt ransom payments and weapons on platforms like TikTok, even as ordinary citizens are swiftly tracked for critical social media posts.

Speaking during a recent radio interview, Bwala was directly challenged on the apparent double standard: why security operatives can rapidly trace and arrest Nigerians who merely “vent frustrations” online, yet seem powerless against terrorists who have killed thousands and destroyed communities over the years.

In his response, Bwala explained:“There is a regulatory body in Nigeria that has the database of Nigerians and their phone numbers. There is also a body that deals with internet service provision where, if you are using an internet service covered within the sphere of Nigeria, they can trace you through the IP address.

“But if you are using Starlink, we cannot trace it because Starlink is not registered in Nigeria; it is in space. That is the same problem they have in Ukraine and Russia. These terrorists most of the time are using cellular services from neighbouring countries and not from Nigeria, so it becomes tricky.”

The presidential aide stressed that bandits frequently exploit satellite internet services like Starlink and mobile networks from neighbouring countries, which fall outside Nigeria’s regulatory and technical tracking jurisdiction, making real-time location and arrests significantly more complicated than cases involving locally registered SIM cards and IP addresses.
