Taraba Governor Declares State of Emergency on Infrastructure, Human Services


Taraba State Governor, Dr Agbu Kefas, on Friday declared a state of emergency on infrastructural development and human services, warning that deteriorating conditions now pose serious risks to public health, safety, and the general welfare of citizens.


The declaration was contained in a statement issued by the Secretary to the State Government (SSG), Chief Gebon Timothy Kataps.


To ensure rapid and coordinated action, Governor Kefas approved the immediate constitution of a 24-month Emergency Implementation Committee (EIC) chaired by Danladi Baido Tijos. 


The committee draws membership from key ministries and agencies, including:Attorney-General and Commissioner for Justice, Commissioners for Health; Finance, Budget and Economic Planning; Basic Education; Water Resources; Agriculture and Food Security; Energy and Economic Development; Environment and Climate Change; and Works and Infrastructure.  


Chairman, State Planning Commission, State Auditor-General, Director-General, Bureau for Public Procurement.

 


In a related development, the governor has approved far-reaching administrative restructuring, including the creation and redesignation of several ministries to sharpen focus and efficiency.


Key changes include: The Ministry of Cooperatives & Poverty Alleviation has been scrapped and replaced with the Ministry of Social Development and Human Services.   


Two new ministries have been established: Ministry of Nursery and Basic Education and Ministry of Secondary, Vocational and Skill Education.   


The Ministry of Social Justice is now renamed the Ministry of Social Justice and Re-Integration. 

 


Full mandates of the new and redesigned ministries are expected to be released soon.


The emergency declaration coincides with the launch of Governor Kefas’ long-awaited massive road construction programme across the state’s three senatorial zones.


Speaking earlier at a stakeholders’ town hall on 23 September 2025, the governor had promised that major infrastructure projects would commence at the start of the dry season once a comprehensive state master plan was in place.


Despite initial criticism over the pace of physical projects in his first two years in office, a period he devoted largely to security and free education reforms, Governor Kefas explained that the absence of an approved master plan had necessitated the deliberate pause.


With the master plan now approved, the administration has moved swiftly to award multi-billion-naira road contracts and other critical infrastructure upgrades, signalling a new phase of aggressive physical development in Taraba State.
