OSGF, NASENI Partner to Make FEC Fully Paperless by December 2025


The Office of the Secretary to the Government of the Federation (OSGF) and the National Agency for Science and Engineering Infrastructure (NASENI) on Thursday signed a landmark Memorandum of Understanding (MoU) to fully digitize Federal Executive Council (FEC) operations, eliminating paper use through the Cabinet Affairs Office by December 2025.


The agreement, sealed at a brief ceremony in Abuja, commits both entities to deploy cutting-edge digital infrastructure that will streamline document management, approvals, and archival processes for Nigeria’s highest decision-making body.


Speaking on behalf of Secretary to the Government of the Federation, Senator George Akume, the Permanent Secretary of the Cabinet Affairs Office, Dr. Emanso Okop Umobong, described the initiative as a “pivotal leap toward modern, efficient, and transparent governance.”


“This partnership will not only eliminate bureaucratic delays but also enhance accountability and reduce operational costs,” Umobong said.


NASENI’s Executive Vice Chairman and CEO, Mr. Khalil Suleiman Halilu, revealed that the agency has already achieved 100% digital operations internally and is poised to replicate the model across the OSGF.


“We have walked the talk at NASENI. Our systems are secure, user-friendly, and scalable. We are bringing that same proven expertise to transform FEC processes,” Halilu stated.


The transition to a fully paperless FEC is expected to include real-time collaboration tools, encrypted digital signatures, and cloud-based storage, aligning with President Bola Tinubu’s broader agenda for public sector efficiency and digital economy growth.
