Nigeria has stepped up its campaign for Africa to gain permanent representation with veto power on the United Nations Security Council, declaring that reform of the global governance architecture is “long overdue.”
Speaking at the 7th African Union–European Union Summit in Luanda, Angola, Vice President Kashim Shettima, standing in for President Bola Tinubu, made the case during the plenary session on Peace, Security, Governance and Multilateralism.
“Nigeria insists that the time has come for comprehensive reform of the UN Security Council to reflect today’s realities and give Africa its rightful place, including veto-wielding permanent seats,” Shettima told delegates.
He urged the European Union to partner with Africa on peace and security initiatives that are firmly African-led, warning that external approaches often fail to deliver lasting stability.
Highlighting Nigeria’s counter-insurgency successes, the Vice President revealed that more than 250,000 Boko Haram-linked individuals surrendered in early 2025 as a result of combined kinetic and non-kinetic operations.
Shettima said armed conflict, proliferation of illicit weapons, climate stress, irregular migration and political instability now require far deeper AU-EU cooperation.
While commending the EU as one of the AU’s most consistent partners since the establishment of the African Peace and Security Architecture in 2002, he stressed that regional instability left unchecked fuels terrorism, banditry and transnational crime across borders.
On migration, he called for solutions that tackle root economic and demographic causes rather than criminalising mobility, which he said only worsens insecurity.
“Nigeria remains unequivocal: peace and security initiatives in Africa must be African-owned, African-led and delivered through legitimate continental and regional platforms,” Vice President Shettima concluded.
