Ganduje Plans Independent Hisbah-Style Security Outfit in Kano for Dismissed Personnel


Former Kano State Governor and ex-National Chairman of the All Progressives Congress (APC), Abdullahi Umar Ganduje, has announced intentions to create a voluntary Hisbah-like security group under the Ganduje Foundation, aimed at re-engaging 12,000 dismissed Hisbah officers.


Ganduje revealed the plan on Tuesday while accepting a verification report on the affected workers, whom he labeled as victims of an "unjust" dismissal by the current state administration.


The report was submitted by Dr. Baffa Babba Dan-Agundi, Director-General of the National Productivity Centre and chair of the verification committee, who confirmed the identities and contact details of the dismissed staff.


"Your Excellency, this is a draft report of the 12,000 Hisbah personnel dismissed by the Kano State Government. We have verified them with their contacts. All of them are with you in this journey," Dan-Agundi stated during the presentation.


In response, Ganduje outlined that the new entity, dubbed "Independent Hisbah," would function autonomously outside government control and could attract additional members beyond the initial 12,000.


"I know there are many others who will want to join aside from this 12,000. You’ll soon be given another mandate of getting more people to join," he added.


The gathering included notable figures such as Ganduje's former deputy and 2023 APC governorship candidate Dr. Nasiru Yusuf Gawuna, his running mate Murtala Sule Garo, Kano APC Chairman Abdullahi Abbas, and Managing Director of the Hadejia Jama’are River Basin Development Authority Rabiu Sulaiman Bichi.


The proposed outfit is slated to be led by Ganduje's former Hisbah Commander-General, Sheikh Muhammad Harun Ibn Sina, who clarified that it would operate as a voluntary organization named Khairun Nas.


Ibn Sina emphasized its non-governmental status: "The 12,000 officers engaged during his tenure and dismissed by this government complained to him. 


He said an independent body could be established, but not an agency, as that one only government could do.


"He further noted that membership would be open to all interested parties, with no formal allowances, though stipends might come from individual or organizational support.


The group's mandate would focus on promoting good conduct, discouraging wrongdoing, offering first aid, providing admonitions, and assisting the public.
