The Federal Government has unveiled plans to create a dedicated Emergency Gender-Based Violence (GBV) Response Fund to provide rapid financial support for survivors and strengthen safe spaces and emergency services across Nigeria.
The announcement was made by the Minister of Women Affairs, Hajiya Imaan Suleiman-Ibrahim, during the launch of a new research report on Technology-Facilitated Gender-Based Violence (TFGBV) held in Abuja on Friday.
Speaking through her Special Adviser on Political Matters, Alhaji Nasiru Zakari, the minister described the fund as a “ring-fenced” financial mechanism designed to close critical funding gaps that currently hinder timely response and survivor care.
“With this fund, we will ensure operational stability, rapid intervention and uninterrupted access to lifesaving support when survivors need it most,” she said.
The minister noted that Nigerian women and girls continue to face physical, emotional and online violence, leaving survivors in “pain, uncertainty and vulnerability.”
She reiterated the government’s commitment to building a society where every woman and child lives free from fear.
The research report, produced by the development Research and Projects Centre (dRPC) in partnership with the Advancing Learning and Innovation on Gender Norms (ALiGN) platform and funded by the Overseas Development Institute (ODI), was launched to coincide with the global 16 Days of Activism Against Gender-Based Violence.
Presidential Special Adviser on Health, Dr Salma Anas-Ibrahim, welcomed the findings, saying they will guide efforts to tackle online harassment, especially against women in politics.
Executive Director of dRPC, Dr Judith-Ann Walker, urged the National Assembly, INEC and political parties to adopt the report as a baseline for updating gender policies and combating technology-facilitated violence.
The study forms part of a wider multi-country research highlighting how online abuse silences women in public life and limits their contribution to national development.
