The House of Representatives Committee on Public Procurement has issued a seven-day ultimatum to the Office of the Accountant General of the Federation (OAGF) to address allegations of contract infractions spanning the 2023 to 2025 financial years and explain delays in payments to contractors who completed projects.
The directive was given during a public hearing in Abuja on Friday, October 24, 2025.Committee Chairman, Rep. Unyime Idem (PDP–Akwa Ibom), revealed that documents submitted by the OAGF showed significant discrepancies.
Notably, in 2023, the OAGF received a capital allocation of ₦337.5 million but awarded eight contracts totaling ₦678 million, exceeding the budget by approximately ₦340.5 million.
Idem highlighted specific cases, including a ₦59.125 million contract to Simplify International Synergy Ltd for training on the Federal Government Treasury Portal without an official award letter, a ₦214.5 million contract to Hatfield Global Resources Ltd for cleaning the Integrated Personnel and Payroll Information System (IPPIS) database, and a ₦20.1 million project to Endee Construction Ltd for IPPIS roof renovation.
Additionally, Doysol Synergy Nigeria Ltd received a ₦56.7 million contract for refurbishing two 1,000kg elevators at the Treasury House complex.
Idem noted that these contracts lacked evidence of proper approval, violating Section 19(d) of the Public Procurement Act (PPA) 2007.
Further concerns were raised over contracts awarded to Kojo Motors Ltd: ₦110.9 million for two Toyota Hiace buses and ₦35 million for an OMMA bus, both allegedly breaching Sections 31(a) and (b) of the PPA 2007.
The committee also questioned the ₦978.6 million budgeted for fire and special risk insurance for OAGF assets and five federal pay offices, demanding details on the procurement process and commission rate methodology.
“The committee requires detailed clarification with documentary evidence on these issues,” Idem stated.
Responding, Accountant General Shamsudeen Ogunjimi, who assumed office in March 2025, requested additional time to address the queries, citing challenges in retrieving documents due to the redeployment of key directors.
On delayed contractor payments, he admitted that some contracts were awarded without budgetary provisions, creating legal and financial gaps.
Ogunjimi assured the committee that efforts are ongoing to ensure all contractors who completed their projects are paid promptly.
