Governor Uba Sani Approves 70% Salary Increase for Tertiary Institutions


Governor Uba Sani of Kaduna State has approved a 70% implementation of the 2024 CONPCASS/CONTEDISS salary structure for staff of state-owned tertiary institutions, effective October 2025, prompting the Joint Union of Tertiary Institutions (JUTIKS) to suspend its month-long strike following productive talks with the state government.


The decision was reached during a high-level meeting at the Government House in Kaduna, facilitated by the Nigeria Labour Congress (NLC), Kaduna State Council, under Comrade Ayuba Suleiman. 


The dialogue involved representatives from academic and non-academic unions of Nuhu Bamalli Polytechnic, Zaria; College of Education, Gidan Waya; and the Kaduna State College of Nursing and Midwifery, with campuses in Kaduna, Kafanchan, and Pambegua.


The unions had initiated a strike on September 30, 2025, to press for the implementation of the 2009 CONPCASS/CONTEDISS salary structure, improved retirement benefits, and better welfare for staff. 


Following the meeting, the unions, in a joint press conference, praised Governor Sani’s “listening leadership” and commitment to workers’ welfare and education.


Key outcomes from the meeting include:Immediate implementation of 70% of the 2024 CONPCASS/CONTEDISS salary structure for academic and non-academic staff. 

Approval of a 65-year retirement age. 

Approval of a 40-year service policy for non-teaching staff.

 

The unions commended Governor Sani for paying ₦13.5 billion in gratuities, pensions, and death benefits to retirees and for reducing tuition fees by 50% across state tertiary institutions, enhancing access to higher education. 


They also acknowledged ongoing renovations and upgrades of facilities in these institutions.Despite the state’s financial challenges, including a ₦5 billion monthly debt repayment inherited from the previous administration, the unions lauded Sani’s prudent management and prioritization of education. 


They described him as a “pro-democracy advocate” for his open and democratic approach to labour relations.


“In light of the Governor’s sincerity and decisive action, we have resolved to suspend the strike with immediate effect,” the unions announced, pledging continued collaboration with the state government to ensure stability and growth in Kaduna’s tertiary education sector.


The statement was jointly signed by Comrade Ayuba Suleiman (NLC Chairman, Kaduna State), Comrade Usman Shehu Suleiman (JUTIKS/ASUP Chairman, Nuhu Bamalli Polytechnic), Comrade Shuaibu Dauda Adamu (JUTIKS Secretary General), Comrade Nuhu Yerima Christopher (COESU Chairman, College of Education, Gidan Waya), Comrade Mahmud Aliyu Kwarbai (NASU Chairman, Nuhu Bamalli Polytechnic), and Comrade Daniel Danboyi (Academic Staff Union Chairman, College of Nursing).
